I really struggled with Toby, probably because his character goes through so many transformations throughout the course of the show. I can totally see him *expecting* to be put in Ravenclaw. I actually considered putting him in Slytherin, but then I remembered the prag of Season 1. Nothing seemed a good fit for him (to me), but his last persona of social justice warrior from Season 6 finally convinced me to go with Hufflepuff.
